In the framework of the decentralisation strategy developed to balance growth and development in the Republic of Korea, the authorities have launched a vast urban planning process: "The Multifunctional Administrative City: MAC" in the province of Chungcheongnam-Do. The first step in this process, the Public Administration Town "PAT" is the subject of an international competition.

Launched by the Multi-functional Administrative City Construction Agency (MACCA) and the Korea Land Corporation (KLC), this single stage competition, organised in conformity with the UNESCO-UIA regulations, has been approved by the International Union of Architects.

The competition programme concerns the definition of a master plan for an administrative city on a site of 2 700 000 m2, to become an icon of 21st century Korea and an exemplary and sustainable urban realisation. The city will host government administration buildings, various types of housing for a population of 20 000 inhabitants, public facilities, an international business centre and a vast urban park.

The jury international will be composed as follows: Alexandru Beldiman, architect (Romania), UIA representative ; Kerl Yoo, architect (USA) ; Jun-Sung Kim, architect (Rep. of Korea), Chang-Bok Lim, architect (Rep. of Korea) and, two members in the course of appointment.

• 1st Prize: 450 000 USD, of which 250 000 USD will be paid at the end of the competition and the remaining 200 000 USD, as consultancy fees for the adjustment of the master plan. In addition the winner will be commissioned to design a single government building (floor area approximately 33 000m2)
• 2nd Prize: 100 000 USD
• 3rd Prize 70 000 USD
• 3 honourable mentions: 20 000 USD each.

The competition is open to architects worldwide, individually or as leaders of multidisciplinary teams, who have the right to practice the profession in their countries.

Registration and payment of the registration fee - 100 000 KRW (equivalent to 105 USD) will be made on-line at the official competition website. Registered participants will be able to download the competition documents on this site from the 22 September 2006:

Entries will be presented on nine (9) A1 size panels (841mm X 594mm) that include the Urban design master plan for the Public Administration Town, scale 1/3000; the site plan for Government Buildings and main facilities, scale 1:1000; a bird's eye view of the whole and the necessary graphic elements.

A written description of 50 pages maximum (A4 format – 210mm X 297 mm) and a CD- Rom presenting all graphic elements in high resolution will be sent with the panels.

The competition languages are English and Korean.

All submitted materials should be written in English.
