Bioclimatic solutions for disaster victims

The Technical Chamber of Greece (TCG) and the UIA Architecture and renewable rnergy sources Work Programme (ARES) organised an international ideas competition inviting architects to develop new construction methods and practices for efficient shells and settlement units to satisfy the urgent housing needs engendered by different geographic, topographic, ecological, social or political crises. Solutions proposed had to be suitable for the victims, capable of being installed rapidly and economically and respect natural resources and the environment.

This competition, the
first such initiative on the part of a UIA Work Programme, had an awards envelope of 70 000 euro.

The international jury met in Athens, from 21 to 24 September 2007, to examine the 67 projects submitted. Under the presidency of
Wolfgang Tochtermann, Director of the UIA commission for international competitions, the jury was composed of the following architects: Nikos Belavilas, Jordi Farrando, UIA Secretary General, Nikos Fintikakis UIA ARES Programme Director, Manfred Hegger, Giancarlo Ius, UIA Vice-President, Emine Komut, Reuben Mutiso, Patricia Patkau and Elisabeth Siola, President of the UIA Hellenic Section.

First prize

Joao M. Barbosa Menezes de Sequeira, Ana Carina Bernardo Figueiredo, Marta Joao Pimenta Moreira, Pedro Miguel Fernandes Ferreira (Lisbonne, Portugal)
Emergency shelters for the city of Safi in Morocco.

According to the jury, this project satisfies programme criteria and provides a pertinent approach with regard to
functionality, flexibility and adaptability. Of evident architectural quality, this project proposes a maximum use of renewable energy sources.

The
prefabricated expandable units offer a universal solution to different emergency situations and climatic regions. The energy autonomous units can be combined to form community infrastructure: reception centre, habitat, school, medical centre, etc.
