Extension to Victoria Palace in Bucharest
De Arkitekten Cie, Branimir Medic and Pero Puljiz, winner

The Chancellery of Romania's Prime Minister, in cooperation with Ion Mincu University of Architecture and Urbanism, launched and international architecture competition for an extension to Victoria Palace in Bucharest, headquarters of the Romanian government. This invitational competition with pre-selection was approved by the UIA.

The jury met on 14 July 2007, and was chaired by architect
Mario Botta. The other members of the jury were Miguel Baudizzone, architect, Argentina; Dragos Condrea, General Director representing the Romanian Prime Minister; Victor Giosan, Deputy Minister, representing the Secretary General of the government; Dan Sergiu Hanganu, architect, Canada; Olufemi Majekodunmi, architect, Nigeria, representing the UIA; Pere Riera, architect, Spain; and Emil Barbu Popescu, architect, Romania, deputy jury member.

The jury examined the projects submitted by the six teams invited to participate in this second phase, following an international pre-selection. They chose as the winner the project by the Dutch firm
De Arkitekten Cie, Branimir Medic and Pero Puljiz.

According to the jury :
“The project distinguishes itself by the clarity of the solution to reconstruct an urban block and through the subtlety of the connection with Victoria Palace. The extension is perfectly adapted to the functional and flexibility requirements of the programme, and the project proposes a solution capable of providing benefits in terms of energy savings, comfort, and environmental equilibrium.”

“Through its scale, simplicity, and transparency, the project is a sign of intelligent modernity, putting forward a contemporary European answer for assigning dignity to a public function.”
