The jury appreciated the following positive aspects of the project:
• the concentration of buildings in a new quarter near the existing town centre
• the preservation, renovation, and reconversion of the old factory
• the position of the Civic Centre in an urban park with theme gardens and vegetable gardens
• the creation of a natural park on the south-west side of the island
• the project respects the concise business plan set out by the promoters.

The jury considered as negative the following aspects of the project:
• the proposal of a residential block outside the area in the form of an arena, which is not in
• harmony with the location
• the trees situated at the north-east entrance to the island have been removed.
