International ideas competition
for the design of the new town of Clarendon
in Jamaica



In 1999, the government of Jamaica prepared a development programme for the island, entitled Millennium Projects, which was based on the creation of infrastructures including a highway, an airport, a tourist resort ("Milk River Spa and resort") and a new town in Clarendon.

In the framework of this programme, the National Housing Trust (NHT) launched an international ideas competition, in two stages, for the design of the masterplan of the new town, situated in the centre of Jamaica Island.

Organised in conformity with the UNESCO/UIA Regulations, the competition was approved by the International Union of Architects (UIA).

COMPETITION PROGRAMME

The aim of the new town in providing an alternative to the growth of the Kingston Metropolitan Area is to encourage the integration of persons from different income levels, to limit environmental deterioration and reduce the destruction of agricultural lands.

The masterplan, for the development of an area of 4000 ha, was to address the following objectives:

  • Offer opportunity and choice, through a wide range of urban facilities in public and private sectors (housing, commercial, public and recreational facilities, industry)
  • Facilitate movement
  • Creation of a sustainable city
  • Creation of a welcoming city
  • Facilitate public awareness and participation
  • Creation of a sustainable environment.

JURY

The international jury was composed as follows :

  • Alejandro Sokoloff, architect, President of the jury (Colombia)
  • Krzystof Chwalibog, architect, representing UIA (Poland)
  • Carol Archer, planner (Jamaica)
  • David Kay, architect (Jamaica)
  • Joy Alexander, National environmental & Planning Agency (Jamaica)
  • Haroldo Pinheiro Villar, architect,(Brazil)
  • Bruno Stagno, architect, (Costa Rica)
  • Nebojsa Minjevic, architect, (Yougoslavia)

At the end of the first stage, the jury selected five projects the authors of which submitted developped their proposals which were submitted to the jury for the second stage.

Having examined these five submissions, the jury awarded the prizes as follows:

  • 1st Prize :
Roderick Simpson & Andrea Wilson (Australia)
  • 2nd Prize :
Ruben Pesci (Argentina)
  • The jury awarded no 3rd Prize
  • 4th Prize ex-aequo :


Adam Slawinski, Busby & Associate, Architects, in collaboration with Holland Barrs Planning Group (Canada)

Luis H. Duque-Codiarco Ltda (Colombia)
  • 5th Prize :
Dennis Wallace (USA).

FIRST PRIZE WINNER

The jury appreciated the following qualities in the project submitted by Roderick Simpson & Andrea Wilson and to which it awarded the first prize :

  • The clear and flexible form of the layout which was well related to the topography and character of the site
  • The scale and character of the neighbourhoods, housing blocks and related infrastructure.
  • The careful and detailed consideration and precise distribution of densities and public amenities within the neighbourhoods.
  • The thorough and detailed consideration of sustainability and environmental aspects in the design.
  • The layout of the system of pedestrian movement, cycle tracks and public transportation.
  • The local identity proposed is considered very appropriate.
  • The proposed phasing for early implementation of the design appears feasible.
