INTERNATIONAL CONFRONTATION OF PROJECTS OF ARCHITECTURE STUDENTS
URBAN HOUSING FOR THE XXI CENTURY
The 1999 Confrontation, was organised by the Scientific Committee of the XX UIA Congress (Beijing, Peoples Republic of China - 23-26 June 1999). The theme for this session : "Urban Housing for the XXI Century" was designed to encourage the exchange of architectural ideas and designs amongst students throughout the world, on one of the crucial questions facing us at this turn of century, as all countries actively work to try to improve the quality of their human settlements.
PROGRAMME
Competitors were invited to design a housing scheme in the city of their choice in their country of origin. The project could treat the restoration of an old part of the city or the development of a new urban zone, on a specific existing site and within a real socio-economic context, the analysis of which would determine the design approach as well as the general orientation and basic principles of the programme.
The architectural proposals had to:
- Fulfill the expectations of the users and inhabitants;
- Take into account the economic reality and resources specific to the inhabitants;
- Plan for and design the domestic facilities in relation to the needs of the community;
- Integrate their proposal into the urban fabric;
- Adopt an ecological, sanitary and progressive approach;
- Propose realistic solutions in terms of feasibility, construction and use of materials.
JURY
The jury was composed of five architects, each one representing one of the UIA Regions:
- Rod Hackney (United Kingdom), UIA Past President;
- Kryzstof Chwalibog (Poland), UIA Council Member;
- Peter Rowe (USA);
- Wu Liangyong (Peoples Republic of China), general reporter for the Congress, Vice-President of the Architectural Society of China;
- Salah Zaky Said (Egypt), UIA 1st Vice-President.
The jury met at the University of Xi'an from 24 to 26 March 1999 and examined the projects submitted. The projects were sent from schools of architecture representing the following geographical spread: Region I (Western Europe): 83 projects; Region II (Eastern Europe and the Near East): 50 projects; Region III (North America and Latin America): 86 projects; Region IV (Asia and Oceania): 198 projects; Region V (Africa): 11 projects.
17 projects, by the authors from non-UIA member countries, were also submitted to the jury.
According to the jury, this wide range of students from around the world showed a great deal of creativity and open-mindedness, and an extensive sense of responsibility. A strong tendency was evident in this Confrontation: that of a growing regional consciousness. Many projects situated in developing regions showed acknowledged creative efforts to resolve the problems of housing locally.

Four projects were selected by the jury but could not receive an award because their authors were from countries which are not members of the UIA. These projects nonetheless received a mention from the jury which expressed the hope that in the near future their authors might be able to participate with the architects of their nation, in the activities of the UIA.
