The design takes up the African spatial typology of the big courtyard as an extension of the city: a balcony onto the sea encircled by a broken ring, a belvedere between city and sea containing two museums. Inside, circular enclosures half hidden in the ground like archeological remains house the main functions of the programme. The courtyard is omni-directional and punctuated by silhouettes of men walking their ancestrial ground, some free of their encircling rings.
