URBAN PLANNING OF THE KAROLINA DISTRICT IN OSTRAVA (CZECH REPUBLIC)

 



The city of Ostrava (Czech Republic) organised an open and anonymous international ideas competition on the urban development of the Karolina district in the city of Ostrava.

Situated near the historic district and the city centre, the site covers approximately 60 hectares. It has suffered from nearly 150 years of intense industrial activity and heavy pollution. The local authorities launched a clean-up policy in conjunction with the tearing down of the tall furnaces, in order to transform this former industrial territory into an exemplary urban complex.

This district, that has never undergone any urban planning, offers the opportunity for an urban and architectural contemplation that was put before the designers of the world.

The competition, in conformity with the UNESCO/UIA Regulations on international competitions of architecture and town planning, received the approval of the International Union of Architects (UIA).


PROGRAMME

The programme included the following facilities: a business centre (80 000 m2) ; a regional commercial complex (60 000 m2) ; supermarkets (15 000 m2) ; a cultural complex (20 000 m2) ; a winter garden (4 000 m2) ; a community administrative centre (4 000 m2) ; housing (71 000 m2) ; an amusement park (40 000 m2) ; and a green area (25 000 m2).

The competitors were also asked to design an innovative system of relations, transportation, and communication between the Karolina district, the city centre, and the historic district.


JURY MEMBERS

The jury meetings took place from November 6 to 10, 2000. The jury’s president was Miroslav Masak, representing the Chamber of Czech Architects, and its vice-president was Alejandro Sokoloff Moreno (Colombia), member of the UIA Council and UIA representative. The other jury members were : Milan Balaban, Vice-Mayor of the city of Ostrava (Czech Republic), Petr Lachnit, Vice-Mayor of the city of Ostrava (Czech Republic), Ernst Giselbrecht, architect (Austria), Andrej Hrausky, architect (Slovenia), Andras Ferkai, teacher (Hungary), Vitezslav Kuta, Ostrava City Council member (Czech Republic), Jaroslav Sedlecky, Senior architect of the city of Ostrava, Martin Chvalek, representing the Chamber of Czech Architects, and David Pace, architect (Malta).

Vlastimil Bichler, architect, Professional Advisor for the competition, also participated in the jury meetings.


WINNERS

The jury examined 77 projects created by architects from the following countries : Australia, Germany, Saudi Arabia, Austria, Belgium, Bulgaria, Spain, Estonia, France, Italy, Japan, Luxembourg, Netherlands, Poland, Slovak Republic, Czech Republic, United Kingdom, Russia, Switzerland, Tasmania, Turkey, Ukraine, USA, Vietnam.

Three prizes and four honourable mentions were awarded :
