INTRODUCTION

Much that we treasure in architecture has been built in direct relationship to water. This is no surprise considering that a great proportion of our built environment has, as its raison d’être, the existence of water - be that sea, lake or river.

Water is at the forefront of our thoughts this year. UNESCO has stressed the importance of water in our everyday lives, and more particularly, in the 21st century, by making the 22 March 2000 World Day of Water theme " Water for the 21st century ".

In order to highlight the relationship of water with architecture, the International Union of Architects (UIA), with the support of UNESCO, wishes to give every architect and every student of architecture the opportunity of making a contribution. To this end, a competition is being launched on the theme " Architecture and Water ".



CONDITIONS

The present regulations constitute the bases for the competition. No other document will be sent to competitors.



PROGRAMME

Art. 1 - Aim and scope of the competition

• The competition calls for ideas that will show that water in all its forms can stimulate the creativity of architects and students of architecture.
• Participants in the competition are free to present proposals of any type or form whether they represent solutions to present-day problems or ideas for the future. The proposals can be located near water, over water or even under water.
• Building activity has a huge impact on rivers, lakes and sea. Architecture is thus not independant of our aim to find new ways of managing the waters of our planet. Sustainable solutions are a sine qua non of all planning. Environmentally correct planning of buildings can alleviate water pollution.
• Water is, furthermore, an ideal medium for highlighting the cultural diversity of the architecture of our planet. Entries to this competition can show that in a globalised world there is more than ever need for bringing to the fore solutions that respect the essence of the architectural heritage of a country.
• Proposals may be submitted for large scale or small scale ideas, for individual buildings or grouped buildings, for shelters or even structures that might not be termed buildings in their classical sense, also for urban and rural planning ideas or ideas for the arrangement of space.
• Sites for the proposals can be real or imaginary.
• Competitors are being given the opportunity to use the means of contemporary architecture to integrate the environmental and cultural parameters and thus, through their ideas, contribute to more humane architecture.
• Proposals should reflect the aesthetic pleasure to be derived from innovative architecture in direct relationship with water.

Art. 2 - Promoter of the competition

This competition is organised as part of UIA‘s contribution in the framework of UNESCO’s campaign to highlight the importance of water in the 21st century.

The UIA Tunisian Section, the Order of Architects of Tunisia - OAT, will host the jury meeting and the exhibition of the projects presented.

Art. 3 - Type of competition and categories

The open, ideas competition is organized according to the UNESCO regulations governing international competitions in architecture and town planning. The competition is in two categories, one open to architects and the other to students of architecture. The competition is further organised on a regional basis with one adjudication for each of the five U.I.A. Regions : Western Europe; Eastern Europe and the Middle East; North and South America; Asia and Oceania; Africa.

Art. 4 - Eligibility

PROFESSIONALS : All architects holding a professional qualification recognised by the Member Section of the U.I.A. in their country may take part in the competition.
STUDENTS : All students attending a school of architecture, which is recognised by the U.I.A. Member Section in their country, may enter the competition on condition that their entry is submitted under the supervision of their School.

Members of the jury and members of their families may not participate in the competition or be in charge either directly or through an intermediary, in any task relative to the realisation of a project entered in the competition.

Art. 5 - Technical and Professional Advisor

The technical and professional adviser, responsible for preparing the entries for presentation to the jury and for maintaining the anonymous character of the competition will be assisted in this work by a Technical Commission.

Art. 6 - Calendrier

Announcement:	May 2000
Deadline for registration:	30 November 2000
Deadline for sending entries to the Order of Architects of Tunisia - OAT in Tunis	31 March 2001
Deadline for reception of entries by the organisers: OAT in Tunis	15 avril 2001
Adjudication:	May 2001
Announcement of the results:	mai 2001
Exhibition of all the projects in Tunis	May / June 2001

Art. 7 - Registration procedure

The non-reimbursable registration fee for the competition is 450 French Francs for professionals and 175 French Francs for students. This fee may be paid :
- by cheque made out to " U.I.A. General Secretariat " and sent to 51 rue Raynouard, 75016 Paris (France)
- or by bank transfer credited to the U.I.A. account, 9019 J at the Crédit Lyonnais, 66 rue de Passy, 75016 Paris (France).
BANK CHARGES WILL BE PAID BY THE PAYEE.

Please note that the name on the receipt must be the same as that of the applicant.

The registration form should be duly completed and sent, by mail, together with the registration fee or copy of the bank transfer receipt, to the U.I.A. GENERAL SECRETARIAT - 51 RUE RAYNOUARD, 75016 PARIS (FRANCE) no later than the 30 November 2000 (postmark will be proof).

Applications shall be written in block capitals and include full name and address, telephone and fax numbers as well as the registration fee or a receipt showing that the registration fee has been paid. In the case of a group entry, a team leader shall be nominated as mandatory. Professional participants shall include proof of their right to practice the profession. Students shall indicate the name of their school and their directing professor.

Confirmation of registration will be sent to each participant. This document will indicate the U.I.A. Region to which the competitor belongs.

Art. 8 - Submission procedure

All documents shall be submitted anonymously. Each competitor shall identify his/her project by marking the U.I.A. Region to which his/her country belongs (as indicated on the confirmation of registration), plus an identification code made up of 2 letters and 4 numbers (2 cm high) on the upper right hand corner of each document submitted. The author’s full identification shall be written on a plain sheet and placed, with copy of the confirmation of registration, in a sealed opaque envelope on the outside of which the U.I.A. Region to which the participant belongs and the identification code chosen will be clearly indicated.

" U.I.A. COMPETITION " shall be written clearly on the outside of the package.


Art. 9 - Anonymity

All entries will be submitted and adjudicated anonymously. The Technical and Professional advisor

will mask the name of the country and the identification codes and give each entry a serial number which alone will be visible to the jury. When the jury deliberations end and the winners have been chosen, the envelopes will be opened to reveal identification.

Art. 10 - Languages

The competition documents will be in French and English and entries shall be submitted in one of these languages.

Art. 11 - Documents to be submitted by entrants

Entries shall be presented on a single sheet, dimensions AO (84.1 X 118.9 cm) and contain:

• Existing condition of the space or site chosen, or imaginary site created, to be presented freely - plan, sketch or photo
• Proposal to be presented freely - plan(s), section(s), elevation(s), sketch(s), etc...
• A written explanation of no more than 500 words (included on the AO sheet)

This sheet should be accompanied by 1-3 photographs or slides of the proposal of sufficently good quality to allow reproduction .

N.B. If the space or site chosen is not vacant, proposal to consist of ideas for improvement, reorganization and/or development.

Projects must not have been implemented. They are to be designed specifically for this competition. Scale of presentation is free.

The project shall be accompanied by the identification envelope.

Art. 13 -Criteria for adjudication

The criteria on which the jury shall base its adjudication of the entries are:

- the architectural quality of the proposal
- the relationship with water
- the originality of the ideas proposed.
- the blending of the proposal with the cultural and natural characteristics of the region and site.
- the contribution of the proposal to the betterment of environmental conditions.
- the technical feasibility of the project.

The following point is further to be noted:

- neither size of space/site nor magnitude of proposal will be a consideration. All proposals will be equally considered.

Art. 14 - Prizes

In each category the following prizes will be awarded:

• Two Grand Prizes of 5 000 $US to the best overall projects (1 for architects and 1 for students).
• Ten honorary mentions per Region ( a total of 50 for architects and 50 for students).

A minimum of 21 of the above mentions will be accompanied by prizes of 500 or 1000 $US which have been donated by individual architects, institutions and enterprises.

Art. 15 - Announcement of results and public exhibition

The results of the competition will be announced publicly and diffused as widely as possible.

All entries submitted will be exhibited in Tunis for a minimum of 2 weeks, together with copy of the jury report.

Art. 16 - Copyright and return of projects

The authors of all projects shall retain copyright of their projects but the organiser shall have the right to publish photos of the projects. Entries shall not be returned to entrants.
